Are there IRC clients that work well in poor connectivity situations?

I.e. does IRC or any IRC client support sent, received, read confirmation the way that What'sApp or Google Hangouts reports this information?

With a properly configured bouncer (ZNS is rather easy to setup), it will work regardless of the client.
